For all pass holders entering Singapore from 1 Jan 2021, the Government will no longer cover their COVID-19 treatment cost if they develop COVID-19 symptoms or test positive within the first 14 days of their arrival. This is regardless of when the pass holders left Singapore.

Accordingly, the Ministry of Manpower (MOM) will introduce a new entry requirement. For all Foreign Domestic Workers, Confinement Nannies and Work Permit, Training Work Permit, and S Pass holders entering Singapore from 1 Jan 2021, employers need to buy a 14-day COVID medical insurance which must meet these requirements:

  • Has coverage of at least $10,000 for medical expenses if the worker develops COVID-19 symptoms or test positive within the first 14 days of arrival in Singapore; and
  • Includes coverage for the worker on In-Principle Approval (IPA) Letters.

Once the workers have obtained MOM’s entry approval, employers must buy the insurance before they arrive in Singapore.

The entry approval request forms will require employers or employment agencies (EAs) to declare that employers of Foreign Domestic Workers, Confinement Nannies, and Work Permit and S pass holders will purchase the appropriate medical insurance before the traveller arrives in Singapore.

EAs are advised to help their clients to check that they have purchased the appropriate medical insurance. If the insurer does not provide the necessary cover, EAs can opt for these options for overleaf for a list of insurance products to purchase for Foreign Domestic Workers and Confinement Nannies:

Covid-19 insurance options for employers of S Pass holders:

  1. For NEW Work Permit (including Foreign Domestic Workers) and S Pass Holders entering on In-Principle Approval (IPA) Letters, you may seek your own insurance with the necessary coverage or purchase a product from the insurer/insurance agency below.
     
  2. For EXISTING Work Permit and S Pass Holders, please check with your existing insurer if they cover for medical expenses if the worker develops COVID-19 symptoms or tests positive within the first 14 days of arrival in Singapore. If they do not, please look for one that does or you may purchase a product from the insurer/insurance agency below.

NTUC Income’s product is a medical insurance product that includes 14-days COVID-19 coverage. Existing NTUC Income policyholders may purchase a top-up for 14-days COVID-19 coverage. Non-NTUC Income policyholders may purchase a new medical insurance product from NTUC Income with a top-up for 14-days COVID-19 coverage.

Employers and EAs acting on behalf of employers are advised to familiarize themselves with the additional requirements and responsibilities to bring pass holders into Singapore before seeking entry approval from MOM.

Frequently asked Questions (FAQ) on the mandatory insurance requirement for COVID-19 related medical expenses:

  1. One-time flu vaccination exercise for migrant workers:

    a. How do I know if my worker’s appointment has been confirmed?
    Your preferred appointment dates, times, and sites are automatically confirmed unless we inform you otherwise.

    You will get an email reminder 1 day before your workers’ scheduled appointments.

    Ensure that you do the following:
  • Keep a copy of the schedule of appointments of your workers.
  • Inform your workers of their scheduled appointments.
  • Check your email regularly (including the junk folder) to ensure that you do not miss any emails from us.
  1. How do I change my worker’s appointment date, time, or site?
    You can request to change appointments at www.mom.gov.sg/register-flu-vaccine-queries at least 7 days before your workers’ appointment date.

    We will get back to you within 5 days with the outcome of your request.
    Requests made within 7 days from the appointment date will not be approved.
     
  2. What should I do if I need to cancel my workers’ appointment at the last minute?
    You can cancel appointments at www.mom.gov.sg/register-flu-vaccine-queries at least 7 days before your workers’ appointment date.
    You must provide the reasons for cancellation.
    Refunds may be available on a case-by-case basis.
     
  3. What should I do if my worker missed their vaccination appointment?
    If your worker has a valid reason for missing their vaccination appointment (e.g. medical emergency), you can inform us at www.mom.gov.sg/register-flu-vaccine-queries and provide proof of reason. All decisions made by MOM on rescheduling or refunds are final.

    Note: No-shows without valid reasons will not be rescheduled or refunded.
     
  4. Is the flu vaccination exercise compulsory?
    The flu vaccination exercise is not compulsory.

    However, as employers of eligible workers, you are strongly encouraged to register your workers for flu vaccines. This is to prevent the spread of flu or flu-like symptoms at your workers’ residences and worksites.
     
  5. What type of workers is eligible for this vaccination exercise?
    MOM’s flu vaccination exercise is applicable to:
  • All migrant workers in the construction, marine, or process sectors, whether they stay in dormitories or in the community
    AND
  • All migrant workers who stay in dormitories.

    This includes Work Permit, S Pass, and Special Pass holders.
    Other MOM pass holders (e.g. EP), Singapore citizens, or PRs can be vaccinated at GP clinics, polyclinics, or hospitals.
  1. Can I ask my workers to pay for the vaccinations themselves?
    As an employer, you are encouraged to register and pay for the vaccination of your workers.
     
  2. What should I do if my workers do not want to be vaccinated?
    You should ensure that your workers are agreeable and willing to be vaccinated before signing them up.
     
  3. What should I do if I cannot download the registration template?
    You need to download the registration template on your laptop or computer.

  4. If I cannot find my worker’s dormitory in the dormitory listing. Can I still register my worker for the flu vaccination?
    Yes.
    If your worker’s dormitory is not listed, follow the instructions in the registration form to indicate either:
  • HPB Regional Screening Centre where your worker already has an RRT appointment scheduled
    OR
  • Nearest Regional Medical Centre (RMC)
  1. Does the special rate of $25 per flu vaccine include GST?
    Yes, it is $25 net, including GST.
     
  2. Can I get any government funding or grant if I arrange for all my staff to go for a flu vaccination?
    The special rate of $25 per flu vaccination is only applicable to migrant workers who meet the eligibility.
     
  3. Which flu vaccine will be used in this exercise?
    The Health Sciences Authority’s registered vaccines will be used for this one-time flu vaccination exercise.
